Philippine travel documents

Philippine Passport Services

The Embassy processes passport applications for eligible Filipino citizens within its consular jurisdiction.

Passport renewal applicants must secure an appointment through the Embassy’s official appointment system before attending the Consular Section.

Personal appearance is required for passport processing because the application procedure includes the capture of biometric information.

Requirements differ for adult renewals, minors, first-time applicants and cases involving lost or damaged passports. Applicants should review the instructions applicable to their particular case before booking an appointment.

Emergency Travel Documents

The Embassy can issue a Philippine Travel Document in qualifying emergency or urgent circumstances when an applicant cannot use the normal passport-renewal procedure.

The current Embassy application states that the Travel Document has limited validity and may be used for one-way direct travel to the Philippines within 30 days from its date of issue.

A Travel Document is intended for emergency situations and should not be used merely as an alternative to standard passport renewal.

Passport appointments: Secure the required appointment before travelling to the Embassy and bring the documents required for your specific passport application.

Philippine citizenship

Dual Citizenship

The Embassy processes eligible applications under the Philippine Citizenship Retention and Re-acquisition Act of 2003, commonly known as the Dual Citizenship Law.

The procedure is primarily intended for former natural-born citizens of the Philippines who lost Philippine citizenship through naturalization in another country and who qualify to reacquire Philippine citizenship.

Eligible unmarried children below the applicable age threshold may also be included as derivative applicants when the statutory requirements are met.

The Ottawa procedure requires applicants to submit the application and supporting documentation for review. Once an application has been successfully processed, the Embassy arranges the applicant’s oath-taking.

Applicants who cannot travel to Ottawa may also check whether an upcoming consular outreach mission can accommodate the required oath-taking procedure.

Check eligibility first: Dual-citizenship requirements depend on how Philippine citizenship was acquired and lost and on the applicant’s individual circumstances. Review the current Embassy instructions before submitting an application.

Civil registration

Consular civil-registration procedures include eligible Reports of Birth, Reports of Marriage and Reports of Death involving Filipino citizens abroad.

Notarial and document services

The Embassy provides eligible notarial and document services, including procedures involving affidavits, acknowledgements, powers of attorney and legalization or authentication-related consular matters.

The correct procedure depends on the document and its intended use. Some services require personal appearance, while qualifying document applications can use the Embassy’s published mail procedure.

NBI clearance

Applicants who need a Philippine NBI clearance while residing in Canada can request the appropriate NBI fingerprint form and follow the Embassy’s instructions for completing the overseas application procedure.

Travel to the Philippines

Philippine Visa Information

Whether a traveller requires a visa depends on nationality, passport, length of stay and purpose of travel.

Canadian passport holders can currently enter the Philippines without a visa for qualifying visits of up to 30 days.

The Embassy states that travellers using this visa-free privilege must hold a passport valid for at least six months beyond the intended period of stay and a valid ticket for their return journey or onward travel.

Travellers intending to remain longer should follow the applicable Philippine immigration procedure. A traveller who requires a visa should use the appropriate visa application procedure before departure.

The Ottawa Embassy accepts eligible temporary visitor visa applications. Its published procedure allows applications to be submitted in person by appointment or, for qualifying applications, by mail.

For in-person visa submissions, the Embassy currently publishes an appointment window between 1:00 p.m. and 3:00 p.m., Monday through Friday, except on applicable Philippine and Canadian holidays.

Canadian travellers: Visa-free entry is currently available for qualifying stays of up to 30 days, but entry remains subject to Philippine immigration requirements. Verify current rules before departure.

The Embassy has expressly confirmed that its jurisdiction includes the eastern part of Ontario, including the City of Kingston. It also conducts consular outreach in Atlantic Canada, including New Brunswick, Prince Edward Island, Nova Scotia and Newfoundland and Labrador.

Applicants elsewhere in Canada should check whether the Philippine Consulate General in Calgary, Toronto or Vancouver is responsible for their place of residence before submitting an application.
