About the Palestinian General Delegation in Ottawa

The Palestinian General Delegation to Canada represents Palestinian interests in Canada. The Delegation was established in Ottawa in 1995.

The office conducts official representation and provides consular services for eligible Palestinians and other applicants in Canada.

Global Affairs Canada currently lists the office as the Palestinian General Delegation among Canada’s Special Representative Offices.

The Delegation is headed by Chief Representative Feda Musa Zaid Abdelhady, who assumed her duties in Canada in June 2026.

Palestinian travel documents

Palestinian Passport Issuance and Renewal

The Palestinian General Delegation accepts eligible applications for Palestinian passport issuance and renewal from applicants in Canada.

For Palestinian applicants who hold a Palestinian identity card, the published requirements include the passport and identity card, proof of status or identification in Canada, photographs and supporting documentation appropriate to the application.

A birth certificate is required for a first passport application. Additional documentation is required for lost or damaged passports and for applications involving minors.

The Delegation also publishes a separate procedure for a Palestinian Passport for External Use for eligible Palestinians who do not hold a Palestinian identity card. Eligibility is restricted to applicants who do not hold another passport or travel document and are unable to obtain one.

Submitting a passport application

Eligible passport applications can be submitted in person in Ottawa after arranging an appointment by telephone or email.

The Delegation also accepts qualifying applications by mail. The applicable documents must first meet the Delegation’s notarization requirements, and applicants submitting by mail must include proof of address and a prepaid registered return envelope.

Check the requirements carefully: Passport requirements differ for applicants with a Palestinian identity card, applicants without an identity card, minors and lost or damaged passports. Review the current instructions before submitting an application.

Document Authentication and Powers of Attorney

The Delegation provides authentication and power of attorney services for eligible documents intended for use in Palestine or Canada.

Document authentication

The Delegation authenticates eligible documents issued in Palestine for use in Canada and eligible Canadian documents for use in Palestine.

Documents originating in Palestine must first be authenticated by the Palestinian Ministry of Foreign Affairs. Canadian documents must complete the Canadian authentication procedure required by the Delegation before they are submitted for Palestinian authentication.

The Delegation publishes authentication procedures for personal documents such as birth, marriage, divorce and death certificates, Good Conduct Certificates and educational documents, as well as certain commercial documents.

Powers of attorney

Applicants can arrange general and special powers of attorney for eligible matters in Palestine.

Depending on the type of power of attorney, applications may cover matters such as banking, inheritance, passport renewal, marriage, divorce and real estate.

Powers of attorney involving the sale of land or other real estate are subject to additional requirements and must be completed in person where specified by the Delegation.

Property transactions have additional requirements: Do not use the general mail procedure for a power of attorney involving the sale of property without first checking the Delegation’s current instructions.
